Economic Development Specialist

SUMMARY:

The City of Covington’s Department of Economic Development is seeking an experienced and innovative professional to analyze and make recommendations to public infrastructure systems related development project requirements and business district initiatives. Public infrastructure included parking assets, streets, sidewalks, bike facilities, water, sewer, stormwater, power, and fiber infrastructure. The position includes responsibility as executive director to the Covington Motor Vehicle Parking Authority. The specialist will develop and maintain working relationships with all city departments, government partners and utility providers.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Works with Kenton County Planning and Development Services to accurately document the age, size, condition, capacity and location all existing utility infrastructure within Covington business districts or Economic Development related projects.
  • Communicates with the City Department of Public Works and State of Kentucky Transportation Cabinet to collect and document current condition and planned improvements to streets, highways, bridges and pedestrian infrastructure.
  • Communicates with all utilities to gather and document plans for future improvements.
  • Creates and maintains maps demonstrating the condition of pedestrian and bicycle infrastructure within defined business districts or Economic Development related projects.
  • Analyzes requests for public assistance from developers and businesses to improve public infrastructure for economic development projects.
  • Serves as main point of contact for Economic Development with Public Works, utilities and transportation agencies on economic development projects requiring infrastructure work.
  • Provides technical support to the Covington Motor Vehicle Parking Authority (CMVPA) board.
  • Develops, implements and manages branding, wayfinding and marketing initiatives.
  • Develops, implements and oversees management of residential parking permit program.
  • Develops Request for Proposals (RFP), manages selection process and manages contract for Parking Operator.
  • Oversees Management of Covington’s parking system included parking garages, surface lots, on-street parking meters, and parking enforcement activities.
  • Responsible for financial management, reporting and evaluation of all CMVPA parking operations. Prepares annual budget of operating revenues, expenditures, and capital requirements to meet Authority’s goals and objectives.
  • Spearheads communication with the public about changes to parking system rates, hours, assets, etc. working with City Communications staff, Parking Operator, Public Works and others.
  • Directs installation, lease, construction, maintenance, management, operation, repair, acquisition, ownership, finance, and control of current and new parking assets.
  • Represents the Parking Authority to the general public and other governmental or community agencies to coordinate, advise discuss and improve parking programs and services.
  • Other duties as assigned by supervisor.

The specialist will manage the Parking Operator and additional contractors and consultants.

Requirements

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of utility, transportation, construction, public parking facilities, management and land development.
  • Ability to maintain confidential, financial and development related information.
  • Skill in establishing and maintaining effective working relationships with contractors, residents, developers, utilities, government agencies, businesses, and community organizations.
  • Ability to analyze requests for financial technical assistance and work with other team members to prepare thoughtful, creative and persuasive arguments about requested assistance.
  • Ability to analyze and interpret best practices and apply them to Covington
  • Ability to create and deliver clear and coherent presentations to a variety of audiences.
  • Ability to manage contracts and consultants with a variety of subject matter expertise.

EDUCATION and/or EXPERIENCE:

  • Work requires specialized knowledge in a professional or technical field, Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a bachelor’s degree-level of study. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Education is not limited to traditional baccalaureate programs and may include related work experience industry certifications and evidence of a related professional development achievements.
  • Three (3) years of experience in development, construction, parking system management, utility planning and supervisory management, or a combination of education and relevant experience.

CERTIFICATES, LICENSES, REGISTRATIONS:

Possess and maintain a valid driver’s license.

Parking Certification (CAPP or CPOP) desired or should be attained within 3 years.

LANGUAGE SKILLS 

Ability to read, analyze, and interpret common scientific and technical journals, land use regulations, reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches, articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or a board of directors.

 

 

 

MATHEMATICAL SKILLS

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, fractions and decimals. Ability to work with mathematical concepts such as probability and statistical inference. Capacity to compute areas, ratios, and percentages, also able to create and interpret various types of graphs and site plans.

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Capability to apply common sense.

While performing the duties of this job, the employee will work in an office environment.

The noise level in the work environment is usually quiet. In the instance that work must be performed in the field, all OSHA requirements should be followed.

POSITION TYPE/EXPECTED HOURS OF WORK:

This is a full-time position. Days and hours of work are Monday through Friday, 8:00 am – 4:30 pm. Evening, weekend or hours adjustments may be required as job duties demand.
